Impacted Rule(s): 4.4

Proposed Change: Current rule is teams "should" retain a Long Snapper and Holder. It is not required. The rule would be modify to "require" all teams to have a LS and Holder on their Roster

Explanation: It is kind of dumb not to have these players on your roster, but I think it should be required as all NFL teams have these "specialists" on their rosters.

I would support.... only reason people wouldn't is if they aren't contending and want to carry others in hopes of future potential.... plus not carrying weakens their team, making it easier for them to lose games....
