It seems like noncompetitive teams find themselves in a vicious cycle where they have to cannibalize their team in the uncertain hope future draft picks will improve their team. What is certain is the existing rulebook improves the odds the top teams in the league will obtain top level talent in exchange for future draft picks while simultaneously weakening the oppositions and reducing the chances of upsets. The top players existing value is certain , the future draft picks are uncertain. Present advantage, competitive teams. Future advantage ?? depends on how many desperate non competitive teams there are.
Note that all the teams can still make the trades and the forfeited draft picks go to the noncompetitive teams, increasing the future competitiveness of the worse teams.
