Proposed Change: When a rule change is made by league vote the new rule cannot be revisited until the third annual league business period after the adoption of the rule. Exceptions include rules nullified by changes to the NFL Rules (example: extra point distance) and any rule determined by the commisioner that needs reconsideration.
Explanation: Roster and strategy decisions depend upon a consistency in the rules and it takes at least two full years before the full impact of a rule change can be evaluated.
