Steve asked me to post the results, which I have verified. I will work with Steve to get the Rule Book updated for those which passed.
Our league rules require at least 2/3's of the members (or 16) to approve any change.

Final vote tally:
#1 passes 16 to 8 - Draft Order
#2 fails 14 to 10 (moot since #1 passed) - Draft Order
#3 passes 16 to 8 - Maximum player salaries
#4 passes 21 to 3 - Long snappers & holders
#5 fails 14 to 10 - Tender Offers
#6 fails 14 to 10 - Waiting period on rule changes
#7 fails 15 to 9 - Incentives for substitute coaches
