possible rule change for next year....

Teams which have not complied with the roster rules at the end of free agency should not be able to pick up free agents before the rest of the league. Unless I am missing something, this seems to be a flaw in the rulebook.

No flaw in the rules. Please refer to Rule 8.3.
There are NO free agent signings until the Pre-Season Free Agent Signing Period which is August 28-Septermber 2. Free agents claimed during that period are assigned to teams based upon the just completed Rookie Draft order as per Rule 8.3.c.
RGG is posting this now simply as a matter of convenience.
