To fix an issue in the determination of the draft order. This change would be placing teams with the higher strength of victory in the draft before the teams with lower strength of victory
Current Rule
5.0 – DRAFT ORDER 5.1 Determination of Draft order for KRFL teams is based on the record and playoff finish by each team in the previous season. The selection order is based on each team's win-loss record in the previous regular season and whether the team reached the playoffs.
Teams that did not reach the playoffs the previous season are ranked in reverse order of their records (so the team with the fewest wins is awarded the first selection). Ties between teams with identical regular season records are broken by the following tiebreakers (in order):
1. The team with the higher Strength of Victory percentage, as calculated in the Action PC game (which is the combined winning percentage of the opponents a team has beaten), is awarded the earlier pick. 2. The team with the best won-lost-tied percentage in games against common opponents is awarded the earlier pick. 3. The team with the best won-lost-tied percentage in Conference games (if the teams are in the same conference) is awarded the earlier pick. 4. Winner of a coin flip(s), administered by the Commissioner, is awarded the earlier pick.

The purpose of the current tie-breakers is to motivate teams to win games not lose them. Giving the team with the higher strength of victory percentage the better pick is to motivate them to win game, especially against tougher opponents. If a poor team wins a game against a really good team, they should get the higher draft pick than a poor team winning a game against another poor team.
Same for winning percentage in common opponent games. We need to motivate poor teams to try to win games.
With your proposed changes, team would be more motivated to lose games not win them.
