Impacted Rule: 12.2 - Players drafted in the college draft and placed on the rookie squad do not have a salary while on
the rookie squad, as they are drafted one year prior to first playing in the KRFL. Therefore, rookie
salaries do not count against the $83 million off-season cap or $88 million in-season cap because they
are not yet signed by their respective teams, the teams own their rights only. At the completion of the
KRFL season following their draft, rookies become the property of their teams, and their salaries count
against the in-season and off-season cap.

Proposed Change: 12.2
- Players drafted in the college draft and placed on the rookie squad do not have a salary while on

against the in-season and off-season cap. At that point they can be either promoted to the active roster or cut
without penalty at the salary cost under which they were drafted (year one with the team). In year two, the rookie
salary remains the same and the player can be either promoted to the active roster or cut without penalty. In year three,
(with the standard salary increase), the player must be either signed or cut without penalty.


Explanation: Gives teams an additional year to evaluate their rookie talent before committing to a long-term contract. Increases the value of players in the rookie draft.

As a team coach I support this proposal.
As the maintainer of the league Salary Worksheet, I cringe. (but still support the proposal).

Then if we are motivating owners, on part of a huge rule. Why is the rule not made to benefit everyone that did better. Best to worst order.

The rule basically says if you do worse BUT if this happens you lose out.

It should be noted if passed, this would begin with the players drafted in the 2020 Rookie Draft. It would not apply to the players drafted in 2019.
