Does this rule start with the upcoming KRFL draft, or are we able to delay signing rookies from pervious seasons?

It begins with players drafted in the upcoming draft:

Sat Apr 11 2020, 09:42a.m.
It should be noted if passed, this would begin with the players drafted in the 2020 Rookie Draft. It would not apply to the players drafted in 2019.
