- Impacted Rule: 8.1

- Proposed Change: Once the season starts, any player appearing on the most recent Action! PC Football disk that does not appear on any team's 52-man roster is considered a potential waiver claim free agent. There will be a waiver claim period prior to the first week of the season.

- Explanation: Currently there is no waiver claim period prior to the first week of the season. I think this needs to be changed, since there is trading allowed after the draft and before the season takes place. An example would be this: if there is a 2 for 1 trade - the team that traded for only 1 player is now one player short. Also, multiple teams were in violation of the roster rules yet had no option to fix it before the start of the season other than a trade. I don't see a reason why we don't have a waiver claim period before the first week.

I would agree with this with the stipulations that the signing of the Free Agent player follows the in-season free agent signing rules (the player becomes a free agent after the season and cannot be kept on the roster, the salary of the player released counts against the team's salary cap unless the player is signed by another team, and the signed player's salary is $0.500 mil.

Agreed. It is still a waiver transaction and would still count against the in-season cap.

This one seems to be a no-brainer since we need a way to fill pre-season vacant roster spots if we allow pre-season trading.
